Westminster City Council voted on the following legislation during the Dec. 8 meeting. Council members in attendance were Mayor Herb Atchison, Mayor Pro Tem Faith Winter and councilors Alberto Garcia, Bruce Baker, Emma Pinter, Bob Briggs and Anita Seitz.
